Osceola County Proclamation. Whereas, our nation's use of energy continues to increase resulting in detrimental effects on the world's climate and whereas, it is estimated that turning non-essential lights out in America for one hour could save as much as 15% of the energy consumed on an average Saturday night; and whereas, light pollution is detrimental to our ability to observe and enjoy the night sky, and disrupts the surrounding natural environment; and whereas, Harmony is the largest private development in the United States to require Dark Sky lighting; and whereas, the 5th Annual Dark Sky Festival in Harmony promotes the benefits of a night sky free from the effects of excessive artificial lighting; and whereas, the Dark Sky Festival allows residents and visitors an opportunity to enjoy viewing the night sky in its natural state through the use of telescopes. Now, therefore, be it proclaimed that the Osceola Board of County Commissioners does hereby proclaim April 5, 2008 to be known as Dark Sky Night In Osceola County. Done and Adopted by the Osceola Board of County Commissioners at their regular Board meeting on the 31st day of March, 2008. Board of County commissioners of Osceola County, Florida: Ken Shipley, Chairman, Bill Lane, Vice Chairman, Paul Owen, Commissioner, John Quinones, Commissioner, Kenneth Y. Smith, Commissioner.
